Why two photo Apps? Photo's and Gallery and pictures on phone?

Why does latest OS have multiple picture Apps? Photo's , pictures on phone, pictures on Google+ and Gallery, and where are they saved, as in Cloud vs camera or Goggle +, Google has so many photo locations I'm getting confused!

What? Camera, gallery, and if you opt to Google+. Personally I have probably 5 camera apps. Each one does something that the others don't. I only have one gallery to view the pics I've taken. And I do opt to have my pics backed up by G+, on the cloud if you prefer. I guess I don't understand your question.
