I have my device placed on factory reset and as it was restarting the device goes through the boot process but on the screen where the start up setup menu is supposed to be on the setup menu just passes through from one side to the other. leaving the screen with the standard background and without the lock screen. Just empty background screen.

See if you can boot into Recovery Mode and then wipe the cache partition, which won't erase any personal data. Follow the steps in this video, then select Wipe Cache Partition in the Recovery Menu. When complete, select Reboot System Now.

I have tried these already. I did this and the result was still the same. It goes through the booting process then gets in the background screen but still the setup menu that should appear is just passing through the screen from the right side to the left then disappears. Then its stuck on the background screen in which no buttons are functioning at all. The power button only makes the screen on lock mode.
