Just because Samsung enabled App-to-SD, doesn't mean you will be able to move any app. System apps (and the ones Samsung has deemed essential, even though most of the time they're not) cannot be moved at all. For the rest, it's still up to the developer to enable this or not. Some apps will enable this (although the main app file will ALWAYS reside on the phone, that's just how KitKat works now), some apps will only enable extra downloads like game saves and data to be saved on external memory, and some don't allow the move at all.
With KitKat, some restrictions apply for 3rd party apps and SD Card access, so many app devs just do away with it and don't include SD Card support at all (3rd party apps can only have read/write access on files inside folders the same app created, nothing more).
