Welcome to Android Central! What device do you have? Are you referring to the homescreen or the App Drawer? Creating different categories in the App Drawer is not available in the basic Android interface, but can be done with certain manufacturer skins (or with 3rd party launcher apps like Nova Launcher).

You can create folders on the homescreen by simply dragging and dropping one icon on top of another. (It's a little different on Samsung devices--first, you have to long-press one of the shortcut icons, then drag it to the "Create Folder" option at the top of the screen. Then you can start moving other shortcuts into that folder.) You can then name that folder whatever you want, and organize the icons within the folder however you want. There is a limit to the number of shortcuts you can place in a folder, though.
