Why can't I access my Google Play account?

Cant use play store due to not having a google account set up

i cant connect my google account when i pressed ''add a account''. but i can use internet and sign in my google account help please

Welcome to Android Central! What device do you have? So you're saying you can sign into your Google account on the browser, but you're unable to add your Google account in the Settings>Accounts menu? How did you set the device up in the first place? In the Setup Wizard, it usually asks you to sign in with your Google account--did you skip that?
