That's like asking if a Chevy uses blacktop.
ICS is Android. That's kind of an app running on a Linux kernel. It's Linux that would be using bash (or any other shell - but the Linux kernel in your phone uses
some shell). Different phone manufacturers may or may not use different shells.
So:
1) Is your shell the Bourne again shell (bash) and 2) is it vulnerable to the bug? See
Bash bug for an easy way to tell. If you're running a firewall (you should be, and an antivirus app and an anti-malware app) it won't matter anyway, since no one can send your phone any commands through the internet.
