How do I make my Blu Life 8 a Mobile Hotspot?

I recently got my Blu Life 8 and I love it- but only 6 days into my 30 day monthly plan my data was reduced because I had already used too much data!! My carrier is Net10 and I've got the AT&T sim card. I'm not tech savvy- so will downloading an app to use the Hotspot even help me? I've got a ton of space internally and on my SD card
