Why won't my S3 charge from a power pack or a car charger, only from the wall charger?

my s3 wont charge from a power pack,and cig lighter.only from the wall

hi there my s3 wont charge from a cig lighter.and my tecknet power pack any more.itwill only charge from the wall .ive replaced the battery, but that hasnt helped.baffled. it suddenly started to play up.is my phone broke

Welcome to Android Central! Are you using the same USB cable to connect to the car charger or the power pack as you do to the wall charger? Or are they separate cables?
