moto x smart phone can it be unlocked

i bought this phone from a friend,it doesn't have a sims card and it is not a prepaid,can it be unlocked and used with carolina west .

Maybe. Depends on the carrier and your friend's account standing with the carrier. If your friend is in good standing with his carrier and the phone is paid for (including any installment agreement or service contract, if applicable), then they will probably unlock it for you.

Whether it will work depends on which carrier it is coming from. Looks like Carolina West is a CDMA network, which means the network your friend had the phone on can't be T-Mobile or AT&T (GSM networks). It needs to be from Sprint or Verizon or one of the carriers operating on their radios (CDMA).

Since Carolina West uses Sprint, and Sprint is not known for bring-your-own-phone plans, you probably can't use that phone unless it's a Sprint-labeled phone.

Since the phone has the radios for it, and AT&T has pretty solid coverage in the western part of the state (the same area Carolina West covers) you can probably use it on AT&T (and get a $25/month reduction in the line fee for bringing your own phone).
