How can I remove the pin code and turn off the mobile anti theft on the phone? I tried factory reset and wipe the cache partition with out success, please help.

Welcome to Android Central! If it was easy to bypass, it wouldn't be much of an anti-theft deterrent, would it? I would try bringing the device to the store where you bought it, or contacting the manufacturer.
