Why is my Galaxy Gear Store Different from Others?

Why is my Galaxy Gear Store on S5 Active (AT&T) Different from the Galaxy Gear Store on a regular S5 (T-Mobile)

My friend and I each have the Gear 2 Neo watch, but when I look at my app store, I have WAY less options for things to download than he does. We checked Versions and they are identical.. What gives?
