Welcome to Android Central! On which screen are you saying "OK Google"? Is it on the Google Now screen, or some other? If you want "OK Google" to work on any screen, you have to turn on that setting in Google Settings>Search & Now>Voice>"OK Google" Detection>From any screen.

After updating to android l I couldn't turn Google now on anymore
It just says location services are not available
Go into system settings > location. Make sure the GPS/location setting is enabled and set to the level of priority you need (high, low, etc.). Go back into the search settings and see if that allows you to enable Google Now. I'm not sure why that would prohibit you from using Google Now, but hopefully that works.

Change ur primary language to English(US) BY going to settings (in google now) go to voice and then languages search for English(us) and then tap and hold it to make it the primary language. Your welcome if I've been of any help
