Clearing cache of Google Play Store isn't stopping that annoying account setup message!

I cleared the cache of Google Play Store and for some days the account setup message didn't appear but today it did... This account setup message is really annoying... I don't want to add a credit card/gift card! Could you please tell me other ways to permanently disable this annoying message?

I very much doubt that it could be permanently disabled, but it ought to give you the option to 'Skip' each time.

I do skip, but after some days it keeps appearing... I never want to add a credit card!
