Do all Android features need a Google+?

No. You can even disable Google + in the settings if you don't use it. Everything is going to work fine, just you'll need another app if you want to backup your photos in the cloud (Drive, Dropbox ...).

Just one thing. If you disable Google + you'll lose the Photos app. Any other gallery app will do the job (I use the Moto gallery or Quick Pick).
