Why do I have a Parse Error parsing the package - (2.3.6)?

Parse Error parsing the package - (2.3.6)

I am trying to install an app on my friends old android phone (Android - Fusion 2 - 2.3.6 - Huawel-U8665)

I have allow 3rd party apps to be installed. There is no SIM Card on the phone as well. He is using this for testing an app I created for testing. I installed this app on my phone and other phones and tablets and it works fine. But not this one. Any ideas?

Is the app designed to work with that device/Android OS? I know some newer apps require 4.x or 4.4.x to install. You might want to check how you developed the app, and if it was developed for compatibility with earlier versions of Android.
