On my Samsung Galaxy SM-2105, why am I getting an error message insufficient storage when trying to install apps?

Samsung galaxy SM-2105 tab/ kids mode app install error : insufficient storage

unable to install some apps eg app is 31mb and 3.5 GB storage remains.
Also app 1.9 MB but not enough storage space.
some apps do install

Have had no issue as yet installing apps (games)when using kids mode.

This problem is not a " cache needing emptying issue. I have ruled that one out it seems.

have searched high and low on the internet. Ony issue I have found for installing is the cache issue.

When you say you've tried emptying the cache, are you talking about the app caches, or the system cache partition? https://support.t-mobile.com/docs/DOC-16226

I followed those instructions to empty the cache but
Samsung galaxy tab 3 kids flashes up twice then Samsung but the android logo doesn't appear at all in that sequence

I had tried a cache cleaner previously which said there was nothing to clean

What happens if you power off, then press Power, Volume Up, and Home together and hold them? Keep holding them until either the recovery menu appears (success) or the homescreen appears (no success).
