How do I save a jpg file that was received in email so I can attach to txt on a Droid Maxx

While in text messaging and go to attach a file it give me a limited list to chose from Can this list be expanded?

You should be able to save the file from email, then attach it from text.

I can save it and it saves in my downloads folder. How do I get to that folder while trying to attach the file to a text message? When II select attach while in text it gives me the following to select from
Pictures Capture picture videos capture videos audio record audio slideshow and namecard

How do I get to the download folder??
