There is an app on my android device which comes on everytime I restart I cannot get around it.
When it pops up its ugly head it prompts with:
    Instant Dictionary
    1. Tap the icon to launch or close Instant Dictionary
    2. Tap this button to enable/disable the translation function
When the translation function is disabled, you can scroll or tap to browse a page
    3. When the translation function is enabled, tap a word for translation.
    4. Highlight the sentence to translate.
This is an APP for quick translation
    5. you can freely move the button up and down on either sides of the screen.

After I have pressed <Next> for each step, as there are no other choices, I am then allowed to continue using my device. But in all apps the translation button is present and gets in my way. I also don't visit sites that require translation.

I would very much like to kill this app

Welcome to Android Central! Which device? Can you find the app in Settings>Apps>All? If so, tap it and try to Uninstall there. If it's a preinstalled app, then you might only be able to Disable it.

On an Asus you can turn it off from the top pull down menu (with WiFi Bluetooth, etc buttons)
