On my Samsung Galaxy S5 Lollipop, why don't the volume buttons work in the lock screen?

Samsung Galaxy S5 Lollipop - volume buttons don't work in the lock screen

I used to put my phone into mute mode overnight by holding down the power button. This feature is now gone, but you're supposed to be able to use the volume rockers to select priority mode.

When my S5 is locked, the volume rockers seem to do nothing at all. How can I enable them? They work fine when it's unlocked (but still don't offer priority mode).

I was also annoyed. But...I found that if you hold power button (at lock screen) you will get the phone options. While that is up...hit the volume buttons for sound options.
