1. What is the steps to add function to use handwritten chinese input?
2. It's a second hand phone. once I click reset, is it mean reset everything on the device including the previous owner's google account/ cloud/ dropbox setting?

Some phones will allow you to do handwriting, such as the LG G3, or the Samsung Galaxy Note series.

A secondhand phone with a previous owner's personal data still on it is not likely to be legitimate.

Yes. Once you select Factory Data Reset in Settings, the previous owners info and all added data is wiped. So you have an as new device.

Do you actually want to write in Chinese script and have it converted in to text. That would be interesting. I am sure it has been achieved.

I can't get my Note 3 to recognise my English, but I suspect you have better writing skills.

As Belodion says, only a few models can convert handwriting.

If you just want a keyboard language conversion, that of course is easier. You may need to download the Chinese language for the keyboard you use.
