Pretty much, yes.

As long as they are for the same country / power supply.

My Galaxy S2 charger can charge my Note 3. My Note 3 charger can output 2.0A, my S2 charger outputs 0.7A but can charge the Note 3 slowly.
The Note 3, like any phone, governs the charging rate depending on the battery cycle. It rarely will take more than 1.2 - 1.7A I think if the battery is at 50%, much less at below 10% and above 95% when it charges at a lower rate again.

Anyway, I think the S4, like the S3 and S2 had slower chargers than the Note 3 and S5.
I could charge my S2, and my replacement Moto G, with the Note 3 2.0A charger. They would not charge at more than about 1.0A as the phone governs the rate.

Amateur hour battery tuition here, but you may notice a mild increase in charge time, or none at all.
