Not getting all incoming calls and text messages on Samsung Galaxy 3

I have had my phone for 2 yrs now. Suddenly I found out that 2 phone numbers are not able to call me. They both get a recorded message that says please dial 1 or zero before dialing the number. The caller does this and gets the same recorded message. That began about 2 months ago. More recently I found out that one person can receive my text messages but I cannot receive their messages! In fact, this person was sitting beside me, sent me 10 messages in a row and I didn't get one of them! I checked if they were blocked.. none are. My carrier (begins with a V) has looked into it but cannot figure it out. Any suggestions as to what to do next?
