what is small gray camera on lockout screen and what does it do?

On lockout screen, there is a small gray camera in bottom right corner of my Droid Razr Maxx HD (2012 purchase); more than 1 person uses phone. When I touch it there is a slide-out drawer with a lock on it. What is it? What does it do? Is there any way for me to access?

Welcome.
I believe that is a shortcut directly to the camera app.
You touch and slide or swipe to open it so you have quick access to the camera in case you want to take a picture.
