Incoming calls go directly to voice mail. It's a Samsung at&t cell phone.

Welcome to Android Central! Which phone? Is it all contacts that call you, or only certain ones? If it's only certain ones, go to Contacts, select the contact, edit it, and then tap the Menu button--see if there is an option for "All calls to voicemail" for that contact.

If all incoming calls are doing that, then contact AT&T and ask them.
