Is it possible to purchase a sim card to install for texting or does the tabs require adding the additional service to have the ability to text? I thought that I read somewhere that I can sync my devices together and be able to text back and forth between the two.

Welcome to Android Central! Texting using the stock Messaging app (i.e., SMS) requires a voice signal. If you're not on a CDMA network (Verizon or Sprint), then you need a SIM card to get a voice signal. If you want to the use it as a wi-fi only device, then there are some instant messaging app options, like Hangouts--but the other person has to use that app as well. If they used their Messaging app to send an SMS text to you, you wouldn't get it.
