Welcome to Android Central! Which device do you have? Did it come with Google Play Store preinstalled? If not, then it probably isn't certified for Google Play Store, and therefore it won't be compatible.

If it did come with Play Store preinstalled, try going to Settings>Apps>All, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager. Does it work now?

If not, try going to Settings>Accounts, and remove your Google account, then add it back again.
