How do I enable Google Play Services?

I'm trying to gmail a picture I took of a cactus. When I tap the gmail envelope in the top row of icons above the picture, the message "This app won't work unless you enable Google Play Services" with a button to press to supposedly do so. After tapping it, phone goes to Google Play Services screen with options to Force stop, Uninstall updates, and Turn on. When I tap "turn on" I get another message that tells me "Delete all data and turn off app?" with a warning about disabling will cause problems and all my data will be deleted. This is not what I want! Please help...

Hello. Welcome to Android Central.

That sounds a little weird but you can go to Settings - Apps / (Samsung) Applications Manager, and scroll across to the 4th 'All' list, and 5th Turned Off (Disabled) list.
If the App is in the All list, it is already Turned On (Enabled).
If you had tried to Turn Off a stock app like Google Play Services, you would have to uninstall updates before Turning Off or Force Stopping.

So three apps are related:

Ensure Google Play Store, Google Play Services and Download Manager are enabled / Turned on.

If you have to turn on Google Play Services, it should update itself.

My UK Samsung labels Turned Off as Disabled. I am guessing you have a Samsung with the US setting name.

Welcome to Android Central! Which phone? Why did you reset it -- was it acting up beforehand? Did you start getting that error message right after setting the phone back up from the reset?
 
Hello, am using an infinix phone, I was having issues with my Google play services so I first tried uninstalling updates which worked for a while then started having issues again then I force stop it which also worked for a while and then started having issues again and the only option left which I haven't tried is disable... Please, I need help, I've completely ran out of options.
 
I have got the correct solution of this problem first of all try to re enable it ,if it shows that the app will be deleted than delete it after deleting it will show Google play services in All apps toggle with written uninstalled, then click on it and now reenable Google play services and after ree enabling install latest Google play services from browser.
