Welcome to Android Central! MMS (which is how multimedia is sent via the Messaging app) has a filesize limit of about 1 MB, which is clearly much smaller than the usual size of a video. Some apps can compress a video to make it sendable, but then the resolution becomes very poor. You could upload your video to a cloud service like Google+ Photos, YouTube, or Dropbox, and share the link with the recipient. Or you could use Hangouts to send it (although this essentially uploads the video to your Google+ Photos album and shares the link privately with the recipient as well). The reason why iPhones can send larger videos is that they use iMessage, which works in a similar way to Hangouts.
