Why am I getting the message data background is restricted, when trying to download from Google Play store?

data background is not restricted, receiving notice that it is

hello all, need your help please (old Nexus, new Lollipop) :
when trying to download from Google Play I received the notice that the data background is restricted. Chit on the data usage- and it’s not. Any ideas?

Check a couple of things. Make sure that background data is not restricted in settings - Data Usage - three dots. Find in that list Play store, tap on it and check again for that specific app.

Go to settings - apps and look for Play Store in the "all" tab. Clear cache and reboot the phone.
