    There are a few ways of doing this. The easiest one is to make sure your phone contacts are synced with Google. That way they are available via web anywhere and you can sync your iPad with that as well, keeping any contact that you add on either device synced to the other one.

    If you don't want your contacts stored in the cloud (not something we recommend these days, but it's up to you), you can select the contacts you want from your phone and export them to a file, transfer that file to the iPad (either using iTunes or a cloud service like Dropbox or Google Drive) and import them to the tablet. Unfortunately, iDevices don't play nice with non-iDevices via BlueTooth, so the easy way of sharing contacts that way is not available in your case.
