Why can't connect to wifi on initial setup?

Can't connect to wifi on initial setup

I am trying to set up a Nexus 7 (2013). On the select Wi-Fi page, when I click to connect to a Wi-Fi network, I get the message 'Web page not available' suggesting viewing a cached page which I can't because I can't get past this page. I have also tried connecting to my phone and get the same message. How do I get past this?

Have you connected to a wifi signal first? In Settings? One that you have access to, like your own router?

Skip everything, then later you can try to connect.
