how to transfer contacts if the other phone does not have service

I had an iPhone4 on Verizon and switches to Android on AT&T using the same number, so when I switched my iPhone4 now does not have service, but I want to transfer my contacts and the cloud isn't letting me, please help

Export the iPhone contacts as a .vcf file. Transfer the .vcf to a computer and import the .vcf to your Gmail contacts. Sync contacts to the phone and you're good.
