How can I re-activate the Phone/Calling function?

I deactivated the Phone/Calling application from the Settings and can't re-activate it. As a result I can't receive calls. Please help!

Welcome to Android Central! Which phone? Try going to Settings>Apps, tap Menu, then Reset All App Preferences.
