How to turn off 4G and use WiFi only while roaming

I need to avoid any roaming charges and only use wifi for all calls and data.
how to turn off cellular 4G or 3G etc and only use wifi
how to stop all 4G or 3g calls and data and only use wifi when connected to a network

T mobile says to use airplane mode and then turn on wifi but then phone says to turn back off airplane mode if you want to make a wifi call

Open system settings > networks > mobile data. Disable the option for mobile data. You'll still be able to connect via WiFi but won't receive any data services, including mms text messages. Regular text and calls will work just fine.
