Welcome to Android Central! It takes a few steps, because you can't manipulate the music you download directly to the phone using the Play Music app. You need to do the following:

1. On your computer browser, go to your Google Play Music library.
2. Find the album you want to download, click on the 3 vertical dot menu button, and select Download.
3. Connect your phone to your computer via USB.
4. Open Windows Explorer, and drag and drop the music files from your computer's default download directory to the phone's Music directory.
5. You may have to create the typical folder hierarchy in the Music directory to make things more organized (i.e., Artist>Album>Song).
