Hello. To first set up a pin lock for your sim card on a Samsung, you first have to enter 0000 and then change it.
If you have 'lost' your lock screen pin, try Android Device Manager with your Gmail / Google account to set a new lock.

If unsuccessful in either case, contact your carrier or store.

If you tried to enter the code too many times, you get locked out. Then you need the PUK code, which the carrier normally has to get. It's a lot easier, faster and cheaper for them to just give you a new SIM card. (It's up to them, but as a dealer I never worried about SIM cards - if I needed some, I'd just ask my carrier rep to bring me a bunch the next time he visited. I sold the store a few years ago, but I still have a stack of unused TMobile cards - they're worth about the same as a deck of playing cards - a couple of cents each.)
