That sounds like a carrier problem. Take the phone to the carrier and have them check the phone and how your account is set up. (They're human, they could have made a mistake and not given you a data plan.)

Wifi has nothing to do with it - that's not going through your carrier. Wifi will work even if you don't have a cellphone carrier account.
