Why aren't my emergency call buttons appearing?

the emergency call buttons do not appear

My S4 is locked
I press the emergency call at the bottom and nothing happens
I used to see the dialer with my ice numbers but now doesn't appear

My phone is not rooted and I cleared the system cache but the emergency dialer still doesn't appear.

Strange. Are you sure you don't have to swipe up or the side from the Emergency Call button?

That was it. I used to be able to just tap on it and it would come up. Is there a setting I can change so it pops up?

Not sure. Did you get a recent system update? It might have changed how things work.

I did. I had to reenter my ICE contacts. What's frustrating is that it also deleted my bookmarks and added permanent bookmarks that I can't delete. What I've read on-line is that it can't be done. Do you know how to remove them?

Probably not, since I assume you're talking about the stock Internet browser. That's also why you had to reenter your bookmarks--the big disadvantage of Samsung's stock browser is that it doesn't sync bookmarks anywhere, while Chrome syncs with your Google account.
