Why is my phone stuck on Unfortunately phone has stopped?

My phone is stuck on Unfortunately phone has stopped...

I cant even close the window that says

Welcome to Android Central! Which phone? You can force a power off by pressing and holding Power for 10-15 seconds until it shuts off. If the phone has a removable battery, you can instead pull the battery for 10 seconds, then reinsert it and power back on again.
