Settings, Storage.

You can make storage space by deleting files that you don't need.....photos, for example, or unwanted apps.
If you have Cached Data in Storage, clear the cache to make some space without having to delete more important files.
After any deletion, Power Off and Restart the phone.
We may be able to help more if we know the device you are using.

The reboot... Some might ask 'why do I need to reboot the phone? I just removed a file.'

Android has a media scanner to register media files... Makes it quicker to access for things like ringtones, etc... It runs during the start up process, so resetting the phone makes sure that all references to the voicemail file (which is mp3 most likely) are removed.
