No, the best you can do is use email and request a return receipt. That will get sent when it's received by the recipient or when he opens it, depending on his email client. He can still open it, close it and not read it, and you'll get the receipt. Or, if his client allows it, he can read it and not send a receipt.
The only sure way is to ask your recipient to let you know when he receives it, and you'll assume he didn't until you hear back. Or watch over his shoulder as he reads it. There's no electronic way to know definitely one way or the other.
