The app seems to hold a massive amount of data. How do I clean it up? All the menu options except "Force Stop" are grayed out in App Manager.

What do you mean by "clean up" the data?

Just go to Settings, Storage, Cached Data, and clear the cache. Doing that regularly does all the good that you're likely to need to do.

It could be the log taking up a lot of space. Open the dialer, go to Logs, press the menu and delete. (Unless you need the log, then you'll have to accept the amount of storage it takes.)

I encountered the same issue, and tried to clear the logs, but I am unable to decrease the size of the dialer storage. Is there another way to clear the data?

I have a Samsung Note 4 with a huge Dialer Storage file. It is currently just over 20gb and I can't figure out how to clear it. I have been to the app data and all the boxes are greyed out. Any suggestions would be appreciated.
