I have Samsung Galaxy 3 and the icons all just disappeared, I can get texts, but can't make calls

This question is for my daughter who is on appointments all day and needs her phone. She text me that her icons are all gone off the front of her cell screen. she said text will come in and I can call her, but she basically can't make calls or pull up any info. can you help to get these icons back. she has turned the phone completely off and nothing happens

Factory reset the phone. But first boot into recovery and clear cache (power off the phone and then press at the same time the home, +volume and power button until the phone begins to boot up. At that time release the power button and keep pressing the other two until you see the recovery menu (looks like MS-DOS a little). In recovery, select using +/- clear cache and press power button to clear it. Once that's done select reboot device)
