What can I do to get my samsung s3 again to download from Play Store over network?

I used to download from Play Store using data if I'm out of Wi-Fi coverage. I wonder what caused my phone's inability to download from Play Store. I noticed that the only way for me to download an app is by using wifi. What can I do to get my samsung s3 again to download from Play Store, not only via Wi-Fi, but also over network? please note that I have already done the basic troubleshooting steps such as clearing cache, search history, etc.

The other things to check would be does it only happen for updates, as there is an Auto Update over wifi only, or at anytime.
Try also turning Smart Network Switch off on holding the Wifi setting.
