    Welcome to Android Central! It depends on what kind of Hangout you're talking about. If you're sending an actual Hangout message, it can go over wi-fi or mobile data. If you're on wi-fi, it doesn't count towards your mobile data. If you're on mobile data, then it does count.

    If you're using Hangouts as your default SMS app, and you send an SMS via Hangouts, then it's sent over your cellular voice signal (not mobile data), because it's an SMS message. If it's an MMS message, then that requires mobile data (not wi-fi or voice signal).

    If you're using Hangouts Dialer to make a call, that uses either wi-fi or mobile data. Hangouts calls go through Google Voice, and are free for calls to/within the US and Canada.

    If you're using Hangouts for a video call, that uses either wi-fi or mobile data as well.
