What can I do with a "lost" HDX I bought?

Bought a "lost" HDX 7 - 2013; 3rd gen.
Of course, it is almost unusable.
Got a brand new one that is legit.
The seller refunded my money, but it seems a waste to just have it as a paperweight. My wife fools around with the wifi and searches, but she can't download apps, or read from our family's cloud network.
What can I do to get it normal?

Since it's stolen property, your best bet would be to turn it in to the police. Just having it is a felony.
