Why does my Qi wireless charger charge my N5 only to 85% and not to 100%?

So I bought a Qi Wireless charger form eBay and after 3 week's it came. So I unpackaged it and bluged it it via my original Nexus 5 charger and it turned on, I put my phone on which had 30% of battery and it started charging. After a while I came back and the light that indicates if its charging was of. So I checked the phone and the phone had about 83% - 86% of battery. The last time you had you N5 plugged in via usb power, did it fully charge? Do you know the brand of qi charger it is? I looked on eBay with the eBay item name and got a generic items. If you know the brand name of the charger, look on Amazon for reviews, it maybe a bad charger.
