The phone has been soaking in plain drinking water for a good 15 minutes. I took it out, turned it out, and it worked fine. Then i tried typing but only the keyboard ended up not working. Then i tried restarting it, and the screen became glittery and pixellated. Won't turn on again. Put in in rice for 3 hours and still not working. Is there even a chance that my phone will survive?

You can save it to play catch with it by drying it out. The phone will definitely survive - but it'll never work again. What didn't get damaged by leakage current when the phone was off got finished when you turned it on. You can kill it completely now by plugging in the charger. Or using a 50 pound sledge hammer - either way will work.

Rice is for eating, not for putting phones into.
