Why wont my android zte phone recieve picture messages?

If someone sends me a picture it wont come through or even show who sent me a message. It just keeps notifying me I have a message but wont show me the message! HELP

Welcome to Android Central! Which ZTE phone do you have? Is mobile data turned on? Picture messages are MMS, which require mobile data to be on. If it is on, then make sure your APN settings are correct, matching the settings provided by your carrier.
