Is it possible to make available Android in Turkmen language?

Hello. My name is Shamyrat and I'm English-Turkmen translator/interpreter. I noticed that Android OS doesn't have Turkmen language. So I want to help those people who make Android available in other world languages. I want to ask is it possible to create Turkmen language UI for Android OS?

Your best bet would be to talk to a carrier in a country where the language is used by almost everyone. The carriers modify the basic system for their particular needs, including local languages.

Google may also want to provide a translation, since it's not that uncommon a language/ You'd have to contact them to discuss it.
